Introducing Joel Estrada

The Reform Candidate of choice for the Compton City Council in the 4th District. 
Joel Estrada is endorsed by Compton Councilman Jonathan Bowers, the Los Angeles Democratic Party, and Lynwood Mayor Jose Solache to help reform and advance the City of Compton more rapidly.
Joel Estrada’s primary focus will be to make capital improvements, accelerate infrastructure development, increase overall city financial efficiency, and restore trust in Compton leadership.

Joel Estrada will concentrate on the issues that matter the most to residents—repairing city streets and our sewer and water systems and better management of taxpayer dollars to deliver better city services. These will be his top priority.
The City of Compton is a $250 million, or a quarter of a billion-dollar government entity annually. It should be managed like a business.  

Joel believes the City of Compton should advance, keep pace, and even exceed surrounding cities, given that Compton residents pay the highest sales, property, and utility taxes in the State of California.
The City of Compton has experienced years of financial mismanagement, infrastructure neglect, and underfunded public services.

Joel Estrada will bring the mindset of a businessman with a track record of using logical business methods to fix our city’s complex problems that have so far alluded to the current city leadership.
Joel Estrada will not concentrate or focus on events and ceremonies. Joel Estrada plans to bring new energy and a new perspective on speeding up and correcting problems throughout the City of Compton and the 4th Council District.

BACKGROUND

Joel Estrada is the only candidate with extensive corporate business expertise, municipal experience, and a legal background who has deep ties to the community and can best tackle the enormous challenges the City of Compton faces ahead. 

Joel Estrada is a long-term Compton resident who grew up and attended schools here in Compton. 

Joel was a top academic student who was admitted and graduated from an Ivy League College, Amherst, where he received his Bachelor’s degree. Joel continued his education, graduating from Loyola Law School with a Juris Doctorate, a distinction referred to as a lawyer versus an attorney.

Joel is not ordinary but extraordinary.

Joel Estrada currently manages a half-billion or 500 million dollar portfolio of buildings and development projects. Before this, he was responsible for opening 24 Shoe Warehouse stores and managing his PR (Public Relations) firm. Joel Estrada is versed in business, law, retail, housing and development, and business systems.

Joel Estrada is a religious man. He served 15 years as the Youth Pastor of Hosanna Apostolic Church in Compton and is currently the interim English Service Pastor at Mt. Zion Apostolic Church.

While others make promises, Joel offers a proven track record of success and a detailed vision for moving Compton forward.

Here are some of his new ideas and approaches that Joel Estrada will bring to the management of the City of Compton and the 4th District.

CAPITAL IMPROVEMENT

Capital improvement involves constructing, repairing, or improving buildings or grounds. It is a long-term investment strategy, typically in physical infrastructure such as roads, monuments, public buildings, parks, and other large-scale city projects.

Joel will focus on street repairs, restoring the city’s water and sewer pipe systems, and restoring city buildings, parks, sidewalks, and walkways.

The City of Compton has not updated its Capital Improvement plan in years based on employing sound business logic. There appears to be no rhyme or reason for expenditures tied to achieving actual concrete results.

Estrada will examine our expenditures on capital projects and seek new funding to better ensure that residents’ goals are achieved.

A business is operated to yield profits. A government is operated to yield services. Why does the city exist if no substantial services are being delivered? Compton must be run like a business and not an endless supply of money with no results.

Each major project requires an understanding of business, credit, goal setting, securing outside financing, setting timelines, meeting benchmarks, and achieving actual, measurable results and objectives.

The City of Compton has been spending tens of millions of dollars and yet not moving forward. It is time for those who know business and profits to ensure your taxpayer dollars count.

Joel Estrada has years of tested experience with managing complex budgets and implementing sound business practices to bring projects in on time and on budget. Joel Estrada is the single best-equipped candidate to lead Compton into the next phase of its recovery.

Revitalization of Parks and Public Spaces

The California State Audit of Compton highlighted the neglect of our parks and public spaces has left families, youth, and elderly without adequate facilities for recreation and community gatherings.

Poorly kept and out-dated parks and buildings diminish the quality of life for all residents.

Joel Estrada plans to launch a citywide Parks and Recreation Improvement Initiative that will focus on rethinking and renovating all existing parks, playgrounds, and community centers. 

Our spaces need to evolve to include water parks and fountains, dog parks, specialized kiddie parks, an amphitheater, and other enhancements. Our old park buildings require new interior refurbishing and new, modern facades.

Estrada will advocate for public-private partnerships to secure funding for these projects instead of solely depending upon taxpayer funding. 

Working cooperatively with the Compton Unified School District, where Estrada was once a Board member and children-centered nonprofits, Joel will work to rethink and develop after-school programs and community events in the new revitalized spaces. We need to create new envisioned opportunities for youth, senior, and family engagement that foster a stronger sense of community.
